Garling Figarland
Garling Figarland is introduced in chapter 1086 of One Piece as a high-ranking Celestial Dragon. He is one of the most recognizable faces among the Celestial Dragons and possesses enough power to judge his fellow high nobles. This puts him in a powerful position, as very few exist outside of this group.
He was among the judges who sentenced the ruler of God Island to 800 years of hard labor, which is likely related to the God Valley Incident. During the rockslides of that fateful day, the Figarland Family likely ruled over God Valley, raising questions about the role they played in the upheaval.
If the Family had a hand in sending God Island into its 800-year sleep, it could explain why Garling became the Supreme Commander of Holy Knights. As one of the highest-known authorities in the world, there was no one left to contest his will. Garling Figarland was also granted the authority to judge the Celestial Dragons themselves, making him a judge, a ruler, and one of the strongest characters alive.
Garling Figarland encounters Monkey D. Garp, the hero of One Piece, after the calamity of God Valley, presumably to express gratitude for saving his life. The nature of their relationship at the time remains unclear, but it appeared to be amicable enough that Garp treated his former boss to a meal of Awa Awa Odori Shellfish.
Even after being caught in God Valley's catastrophe, Garling Figarland became a powerful authority figure. Following the death of the Pirate King, he played a role in founding the World Government and the Holy Knights. It is safe to assume that he has held a leadership role in the latter for quite a long time, considering the Revolutionary Army's previous mention of their menace.
At this point, it is hard not to see Garling Figarland as an incredibly strong character. If the Holy Knights have enough clout to strike fear into the hearts of pirates and revolutionaries, then logically, their Supreme Commander is incredibly dangerous. It would not be surprising if he is capable of going up against the likes of Sabo, Dragon, and even Luffy if necessary.
Given his status as the champion of God Valley, Garling Figarland certainly seems like a skilled swordsman. Clad in gothic-style armor, he wields a saber like his son, although Shanks is likely the more powerful combatant of the two.
