As a child, Minato decided to create a Jutsu to surpass all others. He started by observing the natural world around him, hoping to find an element he could manipulate. His inspiration came from watching his father, the Third Hokage, use the Flying Thunder God Technique, as well as the Toad Summoning Contract.
Minato used Gamabunta as a test subject for his new Jutsu, resulting in the Toad Oil Bullet, which he later improved to Toad Oil Bullet 2. Thanks to Gamabunta, Minato was able to come up with the Toad Oil Bullet 2 and Toad Oil Bullet 3, which he later developed into the Rasengan.
