During Act 3 of the campaign, you'll need to rescue him from an angry mob in the Lower City, tied to a chair with flammable oil leading up to him - not the best way to treat a legendary bard.
The Baldur's Gate 3 Lower City can be a dangerous place, but as with all of the cities in the RPG game, there's a specific area you need to be wary of. Volo will be tied to a chair with flammable oil leading up to him, and the mob won't listen to your attempts at persuasion or intimidation. While you won't actually want to kill him, it does seem like a good idea to prepare for a fight.
On the first turn, shoot the chair under Volo without using fire damage to avoid killing him. He'll be free, and will run towards the docks. Unfortunately, he'll potentially take fire damage from the lit oil, so it's up to you to keep him alive.
The mob generally won't follow him, so you can focus on the cultists and Bhaal loyalists. Engage the cultists in melee combat, as they're vulnerable to disadvantage, and use spells that cause disadvantage against them. Be sure to position your spellcasters in the back, attacking from a safe distance and retreating afterwards.
Defeat the cultists one by one until they're all gone, as there are no bosses. After the battle, speak to Volo on the docks and he will agree to visit your camp. You may also have the option to have Volo operate on your eye at this point, but it's purely a cosmetic change.
