Devin Weston, a rich business tycoon, serves as a major antagonist in Grand Theft Auto 5. He is a ruthless man who causes trouble for the protagonists, particularly Michael.
Initially a secondary antagonist, FIB agent Steve Haines works closely with Devin and manipulates the protagonists into carrying out his desires.
