The main hub city of Sumeru now features a new area called Veluriyam Mirage, which you will explore as part of the event quest. Although it is not initially accessible, it will unlock as you progress in the questline. In order to obtain Kaeya's new outfit, you must collect the scattered Joyeux Vouchers found throughout this new area. Here are the locations of all the Genshin Impact Joyeux Vouchers:

To acquire Joyeux Vouchers, simply collect the multicoloured balloons scattered around the Veluriyam Mirage area. Each balloon you walk through will reward you with four vouchers. When you approach a balloon, it will appear on your minimap as a balloon icon. For a comprehensive overview of all available balloon locations, refer to miHoYo's official interactive map.
While you can already obtain Joyeux Vouchers from the first two unlocked regions, there are still two more areas to come. As part of the ongoing Secret Summer Paradise event, these additional quests will unlock more voucher locations.
Another way to obtain Joyeux Vouchers is by opening chests scattered throughout the region. Each chest will reward you with one voucher. Keep an eye out for chests while battling monsters, solving puzzles, and completing challenges in the Choo-Choo Cart. Additionally, there are chests submerged in water that require you to examine nearby objects and uncover a Hydro Eidolon droplet to unseal them.
Considering the limited number of vouchers obtained from chests, it may be more efficient to wait for the new areas to unlock. To acquire Kaeya's Sailwind Shadow outfit from the event page, you only need 150 Joyeux Vouchers. However, if you wish to expedite the process, you can obtain the Flowing Joyspar gadget after collecting 90 vouchers. This gadget will reveal all nearby vouchers that can be acquired.
